All powers shall be exercised by and the business and affairs of the corporation shall be managed under the direction of the Board of Directors. The Board shall consist of no more than 25 persons who have demonstrated a general interest and concern for, as well as an ability to decide and address issues impacting upon elementary and secondary education in Rockingham County, Virginia.

REFI Council Members
2025-2026
The council is made up of a representative of each school in Rockingham County Public Schools has been invited to participate. The group will also act as a focus group to assist with procedural questions and what is the best way to facilitate programs. Their opinions matter to REFI. Each will serve to communicate activities, fundraise for the annual campaign and introduce REFI to new teachers. Council members will serve as a direct line into each school for effective communication and facilitation of REFI programs for the schools.
